It's been like that all night. The only Resistance bases that aren't reporting the same circumstances are those without close access to the rail system... or those that haven't reported back at all.
It seems Ms. Vance was right: City 08 wasn't an isolated incident. Whatever the Combine are planning, it's affecting everyone, everywhere.
The question remains: What are they planning, and why?
